Evangelist apologizes for questioning Obama's faith

The Rev. Franklin Graham joins Morning Joe to discuss if the president is or is not a Christian.

The Rev. Franklin Graham, the son of evangelist Billy Graham, on Tuesday apologized to President Barack Obama for questioning his Christian faith, Religion News Service reported.

"I regret any comments I have ever made which may have cast any doubt on the personal faith of our president, Mr. Obama," Graham said in a statement, according to Religion News Service.

"I apologize to him and to any I have offended for not better articulating my reason for not supporting him in this election -- for his faith has nothing to do with my consideration of him as a candidate."


Graham, a prominent evangelical leader in his own right and CEO of the international relief organization Samaritan?s Purse,?had taken heat from black religious leaders and others for saying he did not know whether Obama is a Christian.

On a panel on MSNBC?s ?Morning Joe? show on Feb. 21, Graham was asked if he believes Obama is a Christian.

?I think you have to ask President Obama,? Graham responded.

?You have to ask him. I cannot answer that question for anybody. All I know is that I?m a sinner, and that God has forgiven me of my sins because I?ve put my faith in ? Jesus Christ," Graham said.

He added that because Obama's father was a Muslim, "under Islamic law, the Muslim world sees Barack Obama as a Muslim." And he said that he was confident that Republican?Rick Santorum is a Christian.

The NAACP accused Graham of trying to ?use faith as a political weapon.?

?Rev. Graham also seemed to imply that the president may be a Muslim, despite the fact that the president has repeatedly expressed his faith and belief in Jesus Christ,? the NAACP said. ?By his statements, Rev. Graham seems to be aligning himself with those who use faith as a weapon of political division. These kinds of comments could have enormous negative effects for America and are especially harmful to the Christian witness."

Judge awards iPhone user $850 in throttling case

(AP) ? When AT&T started slowing down the data service for his iPhone, Matt Spaccarelli, an unemployed truck driver and student, took the country's largest telecommunications company to small claims court. And won.

His award: $850.

Pro-tem Judge Russell Nadel found in favor of Spaccarelli in Ventura Superior Court in Simi Valley on Friday, saying it wasn't fair for the company to purposely slow down his iPhone, when it had sold him an "unlimited data" plan.

Spaccarelli could have many imitators. AT&T has some 17 million customers with "unlimited data" plans who can be subject to throttling. That's nearly half of its smartphone users. AT&T forbids them from consolidating their claims into a class action or taking them to a jury trial. That leaves small claims actions and arbitration.

Late last year, AT&T started slowing down data service for the top 5 percent of its smartphone subscribers with "unlimited" plans. It had warned that it would start doing so, but many subscribers have been surprised by how little data use it takes for throttling to kick in ? often less than AT&T provides to those on limited or "tiered" plans.

Spaccarelli said his phone is being throttled after he's used 1.5 gigabytes to 2 gigabytes of data within a new billing cycle. Meanwhile, AT&T provides 3 gigabytes of data to subscribers on a tiered plan that costs the same ? $30 per month.

When slowed down, the phone can still be used for calls and text messaging, but Web browsing is painfully slow, and video streaming doesn't work at all.

AT&T spokesman Marty Richter said the company will appeal the judge's ruling.

"At the end of the day, our contract governs our relationship with our customers," he said.

AT&T area sales manager Peter Hartlove, who represented the company before Nadel, declined to comment on the ruling. He argued in court that his employer has the right to modify or cancel customers' contracts if their data usage adversely affects the network.

Companies with as many potentially aggrieved customers as AT&T usually brace themselves for a class-action lawsuit. But last year, the Supreme Court upheld a clause in the Dallas-based company's subscriber contract that prohibits customers from taking their complaints to class actions or jury trials.

Arbitration and small-claims court cases are cheaper and faster than jury trials, but they force plaintiffs to appear in person and prepare their own statements. In a class-action suit, the work can be handled by one law firm on behalf of millions of people.

That means thousands ? and possibly hundreds of thousands ? of people who feel abused by AT&T's policy could seek to challenge the company, one by one, in arbitration or small claims court. The customer contract specifies that those who win an award from the company in arbitration that is greater than the company's pre-arbitration settlement offer will get at least $10,000. Spaccarelli picked the same amount for his claim, though AT&T's stipulation about a minimum award doesn't apply in small claims.

Nadel looked instead at the remaining 10 months in Spaccarelli's two-year contract with AT&T and estimated that he might pay $85 a month on average for using additional data. AT&T charges $10 for every extra gigabyte over 3 gigabytes.

Nadel said it's not fair for AT&T to make a promise to Spaccarelli when he buys the phone while burying terms in his contract that give the company the right to cut down data speeds.

Spaccarelli, 39, researched his case for a few months, and then spent three days putting together a binder of documents to bring to court.

"I need the money, but for me, this case is not about money at all," Spaccarelli. "You don't tell somebody 'you have unlimited' and then cut them off."

Spaccarelli didn't quite uphold his side of the customer contract, and that's one reason his data usage was high. He used the iPhone to provide a link to the Internet for his iPad tablet, a setup known as "tethering." AT&T doesn't allow tethering unless customers pay extra for it, which Spaccarelli didn't do. It detected his tethering last year, and switched him from the "unlimited" plan to a limited one. He complained, and got his "unlimited" plan reinstated.

Even with the tethering, Spaccarelli's data usage wasn't excessive, he said ? about 5 gigabytes per month. AT&T's Hartlove told Nadel about the tethering, and Spaccarelli admitted to it.

Earlier this month, a Southern California woman won a small-claims action against Honda over the gas mileage she got out of her Civic hybrid car. She was awarded $9,867. Meanwhile, a pending class action against Honda over the same issue would net Civic owners a few hundred dollars each. The plaintiff, Heather Peters, is an ex-lawyer who had opted out of the settlement.

AT&T's throttling of "unlimited" data comes as it tries to deal with limited capacity on its wireless network. When the iPhone was new, AT&T had ample capacity on its network, and wanted to lure customers with the peace of mind offered by unlimited plans. Now, a majority of AT&T subscribers on contract-based plans have smartphones, and the proportion is growing every month. That's putting a big load on AT&T's network.

Verizon Wireless and T-Mobile USA also throttle users, but their policies are gentler. Verizon only throttles if the specific cell tower a "heavy user" subscriber's phone is communicating with is congested at that moment. T-Mobile's throttling levels are higher for the same price, and the levels are spelled out ahead of time. AT&T subscribers have no way of knowing if they'll be throttled before a warning message drops in. If they keep using their phones, throttling kicks in a few days later.

Mexico army finds 73 Central American migrants (AP)

MEXICO CITY ? The Mexican army says it has found 73 Central American migrants in three houses near the U.S. border and troops arrested four men suspected of planning to smuggle the people into Texas.

A Defense Department statement Thursday says the illegal immigrants, including 18 minors, are being treated as witnesses in the case.

Soldiers raided the three homes simultaneously Tuesday in the city of Miguel Aleman, which is across from Roma, Texas.

The army and federal police have increasingly been rescuing migrants who have been kidnapped and held for ransom by drug cartels along the U.S. border. But it wasn't clear if the migrants found in Miguel Aleman were being held against their will.

Analysis: More than just Great Firewall awaits Facebook in China (Reuters)

SHANGHAI (Reuters) ? When it comes to China, Facebook should consider itself forewarned. Cracking the world's biggest Internet population might seem an obvious ambition for the social networking giant as it trumpets its global growth before a $5 billion initial public offering, but the chances it will succeed look slim.

Facebook said last week it was contemplating re-entering China, the world's second-biggest economy, after being blocked nearly three years ago.

But its offering would likely face intense competition, political meddling and little commercial success.

Few foreign Internet companies have succeeded in China. EBay Inc, Google Inc, Amazon.com Inc, Yahoo Inc and most recently Groupon Inc form the list of notable online players who have failed to gain traction in the fast-growing nation of 1.3 billion people.

"It's actually a bit late for Facebook," said Hong Kong-based CLSA analyst Elinor Leung, who added that the market was already quite saturated with local players such as Sina Corp, Renren Inc, Kaixinwang001 and Tencent Holdings.

Facebook first launched its Chinese interface in 2008 but was blocked by Beijing in mid-2009 following deadly riots in the western province of Xinjiang that authorities say were abetted by the social networking site.

"It will be very difficult for Facebook to introduce something that will allow them to differentiate themselves," CLSA's Leung said.

Almost half of China's 500 million Internet users use social networking sites, government data showed in January.

The dominant players among China's social networking sites (SNS) are Renren and Sina Corp, which is attempting to turn its highly popular microblogging service, Weibo, into a full-fledged social network.

WILL CHINA "LIKE" FACEBOOK?

Domestic sites have flourished into self-contained ecosystems with their own suite of apps, news portals, micro-currencies and e-commerce options, making it hard for Facebook, if it gained entry, to compete, industry players say.

"China's SNS space is more crowded and competitive than the U.S. with multiple large and established players all investing for long-term growth," said Joe Chen, chief executive of Renren, which would become a direct competitor with Facebook should the U.S. giant enter the market.

"Facebook will enter a much more competitive market with a significantly different culture, business environment and other characteristics than what it has previously experienced in the global market," Chen added.

Analysts agreed.

"The Chinese have been social for years, and Facebook would be just one more option among many," said Sam Flemming, founder of Shanghai-based social media consultancy, CIC.

"It certainly would have a certain amount of cache, especially among the more internationalized Chinese and foreigners living in China, but it would need a big push in awareness beyond this small group," Flemming said.

Foreigners and Chinese citizens who want to access Facebook and other blocked sites must use special VPN software to get around China's firewall to do so, meaning a very limited number of Chinese currently use it.

CHINA RELATIONSHIP: IT'S COMPLICATED

Facebook would face the same factors that have led to the failure of many foreign Internet companies in China: nimble local competition, murky government regulation and bureaucracy, and difficulty in adapting to local tastes.

Complying with Beijing's regulations can also carry a cost in Facebook's established Western markets -- companies such as Google and Cisco Systems Inc have faced criticism at home over accusations of cooperating with the Chinese authorities' efforts to control online content.

Google, considered the most successful foreign Internet company to make a foray into China, managed to secure only 30 percent of the Chinese search market before pulling out in early 2010, after a serious hacking episode and a reluctance to censor further in China.

It still maintains a presence in the country through a site hosted in Hong Kong.

"The way for Facebook to be in China would be for them to build or buy a local team and allow them to craft a product to suit the local market over the long run. Then they may have a decent chance to compete, not guaranteeing that they will win," said Dominic Penaloza, chief executive of Chinese professional social-networking site, Ushi.cn.

Penaloza said many foreign Internet firms had failed in China because they were unwilling to give such autonomy to their local partners.

Early last year, Facebook was reportedly in exploratory talks with potential Chinese partners. Analysts said Facebook would have to manage and censor content heavily in order to gain Beijing's blessing for entry.

Twitter and YouTube are also blocked in China, while domestic social networks have to heavily censor and weed out content that Beijing deems undesirable.

Facebook said in its IPO prospectus that the firm was evaluating entering China, but notes that the market has "substantial legal and regulatory complexities."

A walled-off Facebook, or a heavily censored Facebook for China, may not be appealing to users as Facebook's selling point is its sprawling international reach and open nature.

"Chinese consumers don't ever want to have some second class offering or some dumbed-down offering," said Duncan Clark, chairman of Beijing-based consultancy BDA China.

(AP) ? When neighbors in the hills east of Mexico City saw backhoes ripping up pre-Hispanic relics for a highway, they did something unexpected in a country where building projects often bulldoze through ruins: They launched protests to stop the digging and demanded an accounting of what is there.

Dozens of residents set up a protest camp and filed complaints with state and federal officials, demanding the highway be rerouted, hoping that studies of the site can help solve an age-old riddle about their town.

A story passed down for generations says Amecameca once stood on another site, and was abandoned after an eruption of the Popocatepetl volcano that looms over the town. Local residents suspect that the ruins, which are believed to date from 700 to 1,100 A.D. and are located on the outskirts of the present-day settlement, could help answer that question.

"This represents a possibility for the people to recover that part of Amecameca's history," said activist Rebeca Lopez Reyes, of the local preservationist group Guardians of the Volcanos. "We could find out what happened there, if it was evacuated or covered."

The idea is not far-fetched: Other settlements around Mexico City have been found half-covered in lava from volcanos that ring the valley, much as Italy's Vesuvius volcano once buried Pompeii.

The ruins detected so far in Amecameca are not particularly spectacular. Only about 120 square yards (meters) of the estimated 5-acre (2-hectare) site have been excavated, revealing stone and clay footings for houses that may have supported upper walls of wood or clay wattle.

But the very ordinariness may mean the site is unusually significant.

"What makes this important is that it is a residential area, not a ceremonial or religious site," said Felipe Echenique, a historian who serves as leader of the academic workers' union for the National Institute of Anthropology and History, or INAH, which is in charge of reviewing the site.

"In Mexico, we really have very little evidence of how the cities really were, or how people lived," said Echenique, who was not involved in the dig but is familiar with preliminary findings.

Towering pyramids in Mexico like Chichen Itza or temple complexes like Uxmal are well known, but the vast urban centers that supported those ceremonial sites have largely disappeared.

The housing compounds were apparently constructed by one of the still-unnamed cultures that populated the Valley of Mexico long before the Aztecs appeared in the area in 1325 and founded Tenochtitlan, the precursor to Mexico City.

Lopez Reyes said researchers called in by the INAH to investigate the site of the proposed roadway have found ceramic pots, bones and a stone serpent's head, suggesting that the god Quetzacoatl, "the Feathered Serpent," may have been worshipped there centuries before the Aztecs paid him homage.

The Institute has not released a formal report on what was found, saying researchers needed more time.

The few excavations of residential areas carried out so far in Mexico have yielded fascinating details.

In Teotihuacan, one of the biggest pre-Hispanic cities located northeast of Mexico City, some houses appear to have been illuminated by narrow doorways that opened onto central patios with shallow pools that acted as "water mirrors" to direct light inside the rooms. Techniques for building windows were apparently not yet known.

Investigators say similar discoveries could emerge from Amecameca.

"In what has been excavated so far ... there some strange settlement patterns that are emerging," said Echenique. For example, between one housing compound and another, researchers found an empty area that contained no relics ? something that would be unusual in a densely populated area unless it represented a border between neighborhoods, a street, or contained some long-vanished wood structure.

Perhaps the most unusual thing is that local residents were the ones who noted the relics and called in the researchers.

"The inhabitants of Amecameca were more or less following the work on the roadway, and when they saw that there were a lot of relics coming up, they notified the Institute," Echenique said.

Progress has often trumped history in Mexico, where roads have regularly been pushed through ruins.

In Mexico City, the lava-buried remains of the ancient Cuicuilco culture, with its famed round pyramid, are crowded and partly covered by shopping malls, housing developments, a major freeway and even a college for archaeologists.

The Amecameca protesters have set up a camp to guard against construction work or looters and to explain the ruins to passers-by. They are asking the road be rerouted.

"The planned route wouldn't have to be changed that much," Lopez Reyes said.

Authorities have not yet commented on the demands, and the builders of the roadway, known as the Mexican Beltway, did not immediately respond to requests for comment. Nor did the Mexico State transportation department that is overseeing the project.

INAH spokesman Arturo Mendez said that "in almost every project of this type, there are going to be discoveries" of pre-Hispanic material." Thousands of years of settlement have left potentially interesting relics scattered across the region.

The Institute normally sends in a rescue project to excavate, recover any significant items, carefully rebury the site for possible future exploration, and then allow the construction to continue.

That is basically what happened in the 1960s to Maya ruins known as "Tortuguero" in the southern state of Tabasco. It was split in half and largely covered by highway construction.

The site happened to hold a stone monolith or stella known as Monument Six, which contains one of only a couple of known references in Mayan glyphs to the date 2012, which some believe marks the end of the Mayan Long Count calendar and a possible apocalypse.

The inscription has become so famous that the Tabasco state government now uses it on advertisements to promote tourism, even though the stone fragment itself sits in a museum in the nearby city of Villahermosa and little is left of the ceremonial site where it was excavated.

The people of Amecameca say they want to prevent that from happening to them.

Maria de los Angeles Eusebio, 55, a retired anthropologist, is one of the local residents who have camped out for the last week to prevent construction machinery from going through. Equipped with tents, coffee "and lots and lots of blankets," residents are staying day and night, through wind, rain and cold, to ensure the remains of their ancestors' city aren't destroyed.

"We don't want them to just bury this and run the highway over the top of it," said Eusebio. "We want them to return the artifacts, so we can display them in a museum for the community."

US, Australian filmmakers die in helicopter crash (AP)

SYDNEY ? Award-winning American cinematographer Mike deGruy and Australian television writer-producer Andrew Wight have died in a helicopter crash in eastern Australia, their employer National Geographic said.

Police said two people ? an Australian pilot and an American passenger ? died Saturday when their helicopter crashed soon after takeoff from an airstrip near Nowra, 97 miles (156 kilometers) south of Sydney, but did not immediately release the victims' identities. Australia's ABC News reported that Wight was piloting the helicopter when it crashed.

National Geographic and "Titanic" director James Cameron confirmed the victims' identities in a joint statement Sunday that said "the deep-sea community lost two of its finest" with the deaths of the two underwater documentary specialists.

David Bennett, president of Australia's South Coast Recreational Flying Club, said the pair had set off to film a documentary when they crashed.

DeGruy, 60, of Santa Barbara, California, won multiple Emmy and British Academy of Film and Television Arts, or BAFTA, awards for cinematography.

Wight, 52, of Melbourne, was the writer-producer of the 3D movie "Sanctum," which took in $100 million and was Australian cinema's biggest box office hit of 2010.

The joint statement said deGruy spent 30 years producing and directing documentary films about the ocean. An accomplished diver and submersible pilot who spent many hours filming deep beneath the sea, he was the director of undersea photography for Cameron's 2005 "Last Mysteries of the Titanic," the statement said.

"Mike and Andrew were like family to me," Cameron said. "They were my deep-sea brothers and both were true explorers who did extraordinary things and went places no human being has been."

After spending three years at the University of Hawaii in a Marine Biology Ph.D. program, DeGruy moved to the Marshall Islands, according to his website. He spent three years there, working as the manager of the Mid-Pacific Marine Lab, with his knowledge of and fascination with the ocean growing rapidly.

DeGruy spent much of his early film career traveling the world, shooting films for clients including the BBC, PBS and National Geographic, his website says. He later began producing and hosting the films.

Guernsey Prepared For Change To UK QROPS Rules - Tax-news.com

Guernsey Finance - the promotional agency for the island's financial services industry has confirmed that the Guernsey government will act to protect local providers of QROPS pension arrangements if the UK tax authority, as expected, pushes ahead with changes to its QROPS regime, expected to be introduced from April 6, 2012.

The legislation, included in Chancellor George Osborne's Finance Bill 2012 package, would revise the conditions a scheme has to meet to be a Qualifying Recognised Overseas Pension Schemes (QROPS).

QROPS are pension schemes established outside the UK with broad similarities to a UK-registered pension scheme. At present, the government provides tax relief on pension savings in UK registered pension schemes. When an individual transfers those pension savings that have benefitted from these reliefs to another registered pension scheme or to a QROPS, the transfer can be made free of UK tax where it does not exceed the lifetime allowance. The allowance is currently GBP1.8m, but from April 6, 2012 this will reduce to GBP1.5m.

According to HM Revenue and Customs (HMRC), the government allows these tax-free transfers because they enable people permanently leaving the UK to simplify their affairs by taking their pension savings with them to their new country of residence. However, the government has found that QROPS are being marketed by some territories as a way of paying amounts or enabling the payment of amounts that are not allowed under UK rules (in particular 100% lump sums) once UK tax rules no longer apply to counter tax avoidance.

Under the new legislation, the government will revise the conditions that a scheme has to meet to qualify as a QROPS and introduce an acknowledgement by the individual, to be completed before a transfer is made, that UK tax charges may apply.

In response, Guernsey service providers, including the Guernsey Association of Pension Providers (GAPP), are submitting consultation responses which agree that most of the proposed changes are appropriate but are lobbying firmly against the introduction of a new clause, Condition 4, which would require that residents and non-residents be treated equally in terms of tax on benefits paid within any QROPS scheme, in order for the scheme as a whole to be approved by HMRC as a QROPS.

Peter Niven, Chief Executive at Guernsey Finance, said: ?Guernsey Finance welcomes the approach being taken in response to HMRC?s proposals.?

?The Guernsey Income Tax Office remains engaged with HMRC and local service providers, including GAPP, and is making robust yet constructive responses to the consultation. Most of HMRC?s proposals are directed towards eliminating abuse in parts of the overseas pensions system and this is an aspiration which Guernsey fully supports. However, there is a feeling that the new Condition 4 unintentionally runs counter to those objectives by having the greatest adverse impact on those cooperative and compliant jurisdictions, such as Guernsey.?

?HMRC?s focus in this regard is also surprising because QROPS are designed for pensioners who have permanently left the UK and typically tax is only liable in the pensioner?s country of residence. Therefore, with currently no tax liable for payment in the UK and the expectation of this remaining the same under the proposed new regime, there will continue to be a net nil benefit to its exchequer. [Furthermore], the Foot Report commissioned by the last UK government highlighted the positive contribution of flows from Guernsey banks into the UK economy and indeed, much of the funds from Guernsey QROPS are invested through the City of London.?

?For these reasons, we remain hopeful that HMRC will repeal or amend Condition 4 but we have to be prepared for the possibility that it may be implemented, as currently drafted, from April 6. As a result, especially given the short timeframe for consultation, and the fact that the presence of draft legislation [indicates the proposal may indeed be adopted], it has been necessary to consider changes to [Guernsey's] domestic income tax legislation. It is being proposed that if HMRC pushes ahead with its plans then we will introduce a new, separate pension regime designed to meet the newly-proposed criteria for QROPS where both residents and non-residents are exempt from tax on pension benefits.?

Guernsey Finance confirmed Guernsey authorities are currently considering contingency plans to ensure that Guernsey service providers will continue to be able to offer a competitive environment for QROPS should the UK push ahead with its proposed changes.

Among proposals, Guernsey's Treasury and Resources Department has announced the possibility of creating a new category of pension scheme which, by extending the tax exemption on pension benefits to residents, is designed to meet HMRC?s proposed revised criteria for a scheme to be considered a QROPS. The plans for the new, separate pension regime will be considered by the Guernsey government at its meeting in early March and if approved, will be introduced ahead of any implementation by HMRC of its planned changes from April 6, 2012, the government has confirmed.

Niven concluded:

?What this shows is that Guernsey recognises the importance of the QROPS industry and is prepared to act collectively, quickly and decisively to ensure that our service providers can continue to satisfy the HMRC criteria for QROPS and thereby offer pensioners reassurance that they will have continuity of access to a compliant and competitive Guernsey product.?

"There is no shame in having lice. In fact, they are attracted to clean, shiny hair so the assumption that only unclean people have lice is false," said Chow-Johnson, also an assistant professor of pediatrics at Loyola University Chicago Stritch School of Medicine, in a university news release. "I had treated kids with lice in clinic, but it wasn't until my own kids brought those scratchy, nasty bugs into our house that I truly understood their impact."

The size of a grain of rice, lice lay small whitish or brownish eggs called nits that stick to hair shafts about an inch or two from the scalp. Although they can't jump or fly, lice can be spread from person to person through close contact, such as hugging or sleeping in the same bed. They can also be spread when people with an infestation share their hats, clothes or hairbrushes.

There are ways parents can prevent a lice infestation, Chow-Johnson advised. "Try checking your child's hair once a week. It's inconvenient but it's far easier to deal with lice early on than after the bugs have been there for a month." She recommended that parents take the following steps when checking for lice:

  • Sit children down by a sink filled with warm water and comb their hair into sections using a fine-tooth comb.
  • Spray water or nit spray on a small section of hair and pull the comb straight through to the ends.
  • Rinse the comb and wipe it off with a towel.
  • Repeat this process until all the hair on the child's head has been checked.

"It's not enough to do a quick visual by parting your child's hair. Lice move very quickly and evade your best efforts," Chow-Johnson said.

She pointed out that lice do not transmit disease, but they do need blood to survive. She added that infestations with head lice can cause itchiness (especially behind the ears and the nape of the neck) and bumps on the neck. People with lice could also feel movement in the scalp.

Head lice must be treated effectively to prevent the insects from returning. Hot showers and strong shampoo are not going to get rid of the problem. Parents who find lice or nits should treat everyone in the house and wash all bed linens and towels in hot water. Anything that can't be washed should be sealed in a plastic bag for at least 72 hours. Car seats, backpacks and jackets must also be treated, Chow-Johnson pointed out.

Nits typically hatch in eight to nine days, grow to maturity and mate to produce more nits. So, it's not enough to target the live lice, she warned. Nits must also be killed, so choose over-the-counter treatment products that will do both.

"After having lice your child will be more susceptible to it for six weeks, so I suggest continuing to use the anti-lice products for those weeks and continue to check daily for lice and nits," Chow-Johnson noted.

Mango, rosemary and tea tree oil repel lice, she added. Using products with these scents can help prevent an infestation. Daily nit and lice-repellent sprays also are available.

"Be vigilant! Early discovery will save you a lot of time and energy. And in this instance other parents will be grateful your child didn't share," Chow-Johnson said.

Analysis: Egyptians share blame in soccer tragedy

CAIRO ? Tragedy. Conspiracy. Massacre.

However you decide to describe Wednesday's deadly melee at an Egyptian soccer game that left 74 dead, one thing is for certain. It is being described as a blemish on Egypt and Egyptians.

In merely a few hours, more Egyptians were killed than in any single day in Egypt's nascent revolution.

The incident cuts across much deeper issues in a country where soccer and politics intersect at all levels of society and social classes. Wednesday's violence highlights shortcomings in the country's sporting culture, free-speech psychology and politics. It exposes mistrust that defines the transforming relationship between the state's security and its citizens: failing to define each other?s responsibility to the other. And it sheds light on the country's past, while offering a glimpse into its democratic future, where officials are held to account and the public also must hold itself responsible for violating its own set of values and morals.


Those responsible for the violence at Wednesday?s game were Egyptians. Period.

Now, they could have been instigated, motivated and, even more sinisterly, hired to carry out these attacks on each other.? But in the end, they were all fellow countrymen representing broader groups of society, whether they be pro-revolutionary, pro-military, remnants of the old regime or simply thugs. Today the country had to face up to that fact.

At least 74 people were killed and hundreds more injured when rival soccer fans in Egypt rioted after a match. NBC's Ayman Mohyeldin reports from Cairo.

Culture of insults
I have been attending soccer games in Egypt since I was a little boy. I and the millions of other Egyptians who attend these games are always somewhat entertained by the verbal abuse leveled at officials, opposing teams' fans and their players. From derogatory chants to straight-up provocative curses, nothing is off limits at these games.

And although I did not attend the game between Al Ahly and Al Masry on Wednesday, the run-up to the game and the chants heard during the game itself reflect a culture in which insults, taunting and provocation are not the exception, but the norm.

Such a culture demeans the very sport. And in a country where tensions are already high, the notion that fans can demean each other along political lines reflects the growing fragmentation in Egypt's post-revolutionary transition. It was reported that Ahly fans repeatedly taunted the home crowds, unfurling insulting posters and accusing them of not supporting the populist revolution that "liberated the country.?

Your soccer team is political statement
At the forefront of sports and politics are the die-hard fans of prominent clubs like Al Ahly and Al Zamalek, known in Egypt as the Ultras. The very name Ultra is meant to connote the most extreme level of loyalty by the fans.

Egypt's sporting clubs reflect complex layers of the country's past and current power structure. Al Ahly was founded by staunchly anti-British republicans. Al Zamalek drew its support from the country's colonial British administrators and their monarchist allies. Even Egypt's security apparatuses field top-flight teams from the army, police, military industry and border guards.

Who you support makes a difference in Egypt. Why you support them matters even more. When teams reflect such historical and cultural differences, it?s not surprising to find tension and violence at sporting events. At a time when sport could be a healing and unifying factor in the country, it has emerged as divisive theater.

In recent weeks, the Ultras of both Al Ahly and Al Zamalek have made reconciliatory efforts to each other. But it?s a small drop in the bucket following years of deep animosity. It was up to the moral conscience of the storming fans to realize that they were committing murder.

In the absence of security or riot police and in the presence of instigators or saboteurs, where was the moral conscience of Egyptians at the stadium to realize that storming the field in celebration is one thing, committing murder with weapons is another? Have Egyptians become that immune to violence to no longer draw the line of distinction? Are they so easily manipulated to carry out such attacks by larger societal powers?

Ultras Ahly carry even more political baggage, because they were at the forefront of 18-day street protests against the Mubarak regime and the military council that inherited power after the revolution. The Ultras Ahly have drawn on their past years of battle-hardened stadium experience with riot police in their ongoing confrontations with the military and the security forces. That has drawn them admiration and support from pro-revolutionary movements in the country for sustaining pressure on the military rulers despite "revolution fatigue" in some corridors of the country. It has also drawn anger from parts of the country that see sustained street protests as undermining the country's stability, democratic transition and economic recovery.

Police complicit or just ill-prepared?
But unlike in previous soccer-related violence, Wednesday's incident had a suspiciously high death toll. Despite the presence of security and riot police in visibly large numbers, the rampaging crowds were pretty much unhindered as they stormed the field. This has led many to question whether a sinister plot could have been tacitly in place to allow for such violence.

Many speculate the military council and its backers gain by exploiting such acts of ?chaos.? Others simply say that this is an example of the incompetence of poorly trained security forces that are incapable of dealing with large crowds without brute force.

I wonder what the public reaction would have been if police had used overwhelming force to subdue the on charging crowds and prevent the fan-on-fan violence. There surely would have been public outcry against the security forces for suppressing rowdy crowds.

It?s a lose-lose situation for the security forces. Act and suppress the crowds, and the police will be condemned for cracking down on what would surely have been described as a "post-victory celebration.? Stand by and do nothing and they are accused of complicity in the killing of fans. Therein lays the dilemma that Egypt's security apparatus faces: a crisis of confidence and credibility. But above all just poor technical capabilities in crowd control.

Even when the state is expected to uphold its responsibilities and preserve law and order it is handicapped by the lack of trust the general public has in those forces. Perhaps the police were ordered to avoid direct confrontation to precisely avoid the risk of injuring disorderly fan. Is there a solution where by the police are allowed to use force to subdue disorderly conduct that is disruptive to the public good. When and who gets to make the distinction between civil disobedience and free-speech protests where police are expected to keep a distance; and disorderly conduct where police must preserve law and order?

New political theater
Enter Egypt's new parliament. This trying experience has been baptism by fire for the new parliamentarians who spent the better part of Thursday debating what they as a body can and should do. As the only democratically elected state institution in the country, it has been among the most responsive so far.

Members of parliament took to the airwaves on Wednesday evening condemning those responsible, while vowing to hold them responsible. On Thursday the entire body took up the matter. They summoned the prime minister and five other ministers to an emergency session to discuss the matter. Feeling the heat, the prime minister walked into the People's Assembly by saying the governor of Port Said had resigned and top security officials were suspended

Parliamentarians did not hold back their criticism of the government's handling of the situation ? they put the blame squarely on the military, its prime minister and the security forces for failing to preserve the public order. The proceedings happened live on television as millions of Egyptians and Arabs across the world watched hours of uninterrupted debate.

In the end, it was decided that the minister of interior will be investigated for his handling of the situation, many called for his sacking.

It was an example of a budding democratic body attempting to hold officials accountable. In the long run, it may prove to be fruitless, and the parliament may lose the zeal it demonstrated Thursday, but it does for now meet the immediate expectations of many citizens. How far the parliament can push its accountability will be tested in the coming days and weeks.

But the violence in Wednesday's tragedy also teaches one more important lesson, as one Egyptian Ahly fan told me, "We as a country must learn to share the blame for what we do, not just simply get used to assigning blame.?
